Policy Recommendations for Integrating Ecosystem Preservation into Disaster Risk Management

Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) must fully leverage the protective services provided by ecosystems. While global frameworks such as the Sendai Framework for Disaster Risk Reduction, the Sustainable Development Goals (SDGs), and the UN Convention on Biological Diversity (CBD) recognise the importance of ecosystem-based approaches, implementing these commitments requires overcoming institutional barriers and governance challenges.

Key policy recommendations include:

  • Strengthening Institutional Frameworks and Governance
    • Establish national and local coordination bodies that integrate environmental ministries, disaster management authorities, urban planners, and financial institutions.
    • Align DRR strategies with global frameworks such as the Sendai Framework, CBD, and SDGs while tailoring them to national and local contexts.
  • Incentivising Nature-Based Solutions
    • Provide tax incentives, subsidies, and funding programmes for ecosystem restoration in disaster-prone areas.
    • Encourage public-private partnerships to mobilise investments in sustainable land management and conservation initiatives.

By prioritising ecosystem preservation in disaster risk management, governments, industries, and communities can build resilience against the increasing threat of natural disasters. A commitment to preserving natural landscapes, reducing greenhouse gas emissions, and implementing strategic policies will be key to safeguarding both the environment and human livelihoods in the face of climate change.
